Simply install the included EZ Video Converter software, plug the USB end into your computer and the supplied cabling into your VCR, press play and get capturing.
You can then do with it what you will, even pop it on your iPod if you want that sort of thing available to watch on your commute.
You can also plug it straight into your old camcorder to stop the footage on your old tapes from being eternally consigned to areas of the house that need to be sorted 'at some point'.
